Our Programme – Commissioning
Responding to the evolving role of commissioning in the NHS
NHS Elect has historically worked with secondary care provider organisations to help them improve the delivery of elective care and respond effectively to the changing demands of healthcare policy. Many issues faced in secondary elective care – patient choice, independent sector competition, efficiency in provider services, practice based commissioning and market management skills – are now of real interest to PCTs. For this reason, NHS Elect is now offering a formal programme to PCTs to enable commissioning to effect real change in service delivery and financial positions.
There are two main themes of the programme:
- Commissioning – Practice Based Commissioning, Market Making and Strategic Commissioning
- Financial Recovery & Demand Management – linking the need to deliver a balanced budget through redesign of the Local Health Community
NHS Elect works in three ways to support these themes in PCTs and PBC clusters:
- Tailored project support – NHS Elect will work with PCTs to deliver key change projects, supporting the PCT in the detail of implementation, with the aim of spreading this expertise across the network.
- Commissioning skills course – aimed at commissioning managers in PCTs, this programme mirrors the commissioning cycle within PCTs with workshops aimed at supporting managers at key points in the year. It is delivered in conjunction with the Chartered Institute of Purchasing and Supply (CIPS).
- Specialist seminars – aimed at key decision makers in the PCT, these seminars address current key issues, and are delivered by leading experts within the field. More information on each of these is available in the Members' Area.
